Alliance for Affordable Energy (331)
The Alliance for Affordable Energy is announcing and encouraging people to attend a Public Hearing on Entergy N.O.'s request for a rate increase to have ratepayers pay for the hurricane damage as well as to make up for lost revenue from those New Orleanians who are not returned. The hearing will be held on Friday, Oct. 27, 2006 at 10 a.m. in the City Council Chambers at City Hall. (Flyers are available.)
The Alliance is an intervenor in this rate case, and has submitted formal comments, available upon request. Our position is that the City Council should first require Entergy to use the demand side management law (Least Cost Planning Ordinance of 1991) already on the books, to show what they are doing to reduce demand so that bills do not escalate and further and can, in fact go down. The fact that ENO is in bankruptcy court limits what they can invest in (as in energy efficiency measures) as the court will see that they accomodate their creditors first. We, ratepayers, are also creditors in a sense - as they pay their bills based on what we allow them to charge as rates. We must be considered equally. The Council, as regulators of this regulated monopoly, must balance both the ratepayers rights (and solvency - in this unusual case) and the company's. We think that Entergy, Inc. - the stockholders of the whole holding company should be asked to help bail out ratepayers. There record profits in the last year obligates them to also "do the right thing" - give up some of those profits to help this city recover and actually grow.
